		<description>You're right, certainly we don't need clones of IITs and IIMs, because in my opinion, these schools aren't the most effective way to channel talent in the first place.  We need to move past the IIT / IIM model (which we seem irrationally attached to).  In an era where knowledge/ideas are more valuable than labour, and where India lags behind in terms of research initiatives, the government needs to invest resources in higher education differentiation and diversification, and create incentives for scholarship / research.  This seems to be one way to transform an otherwise moribund higher education system.  

Secondly, we can't ignore the fact that the feeder for higher education is primary education.  More children today may have access to education, but our literacy rates remain alarmingly low (as Shital reported recently).  As Pratham as noted, it is not enough to simply get children in school - they must also learn.  This doesn't even account for external factors - poverty, gender discrimination, familial obligations, child labour - that keep children out of school, even if they want to learn.  

I agree that the task is daunting, but any reform measures must be holistic, and account for the entire education pyramid, from primary education to higher education.  This conversation isn't just about IIT and IIM anymore - it's about every single Indian.
